The book presents the materials of the committee hearings "Effective Application of Ukrainian Legislation on Copyright and Related Rights" (September 3, 2008), "Effective Application of Ukrainian Legislation on Copyright and Related Rights" (July 3, 2009), "Industrial Property in the Innovation Economy of Ukraine: Effective Application of Laws and State Regulation" (October 5, 2009).
In the preface to the book, Committee Chairman Volodymyr Polokhalo declares that competitive ability and sustainable development of the country are determined by the balanced state policy in the field of innovations and intellectual property protection.
The book informs that intellectual capabilities of Ukraine remain strong, although the academic and technical potential has reduced by 2,5-3 times for the recent years. However, it is claimed to be used ineffectively, which turns Ukraine into the state that exports primary resources with a minor value added share, and is fraught with danger to the economic and national security.
It is stated that these issues had been discussed for a long time. Several committee and parliamentary hearings were dedicated to these matters, corresponding recommendations adopted by the Verkhovna Rada of Ukraine.
The authors call for developing a state policy to represent target base of innovation activity and provide for the irreversible impact of innovations on the growth of the country.
